StoreKit External Purchase entitlements approved, but App Store Connect UI missing

Hi everyone,

We’ve enabled both StoreKit External Purchase and StoreKit External Purchase Link entitlements for our app (“RoadRecord útnyilvántartó”) and confirmed they are active in Xcode and App ID configuration.

However, the App Store Connect interface still does not display the section to configure the External Purchase Link (nor the “Alternative Payment” section), which blocks us from submitting the app.

When trying to submit the app, we see this error:

“To submit this app version, you must first set up your account for alternative payment.”

There’s no UI to complete this step in App Store Connect.

We’ve contacted Developer Technical Support and were advised to post here for escalation and further technical investigation.

Any help or confirmation from Apple staff would be greatly appreciated. We are ready to submit as soon as the UI becomes available.

Can you confirm that your Account Holder performed the above task?

Hi DTS engineer,

Yes, the Account Holder has already agreed to the Alternative Terms Addendum for Apps in the EU. This step was completed months ago — we even have a confirmation message in App Store Connect that says: “You have completed all invoicing requirements for the New Business Terms.”

Additionally: • Both required entitlements (StoreKit External Purchase and StoreKit External Purchase Link) have been enabled and are visible in the app’s capabilities. • The app’s bundle ID has these entitlements attached. • There are no pending agreements or missing configurations in the Agreements section.

Despite this, App Store Connect still does not display the External Purchase Link or Alternative Payment setup UI, and we cannot proceed with submission due to the error:

“To submit this app version, you must first set up your account for alternative payment.”

This issue has persisted for several weeks, and we have contacted multiple support channels. Everything that is required from our side appears to be in place — it seems that something is missing server-side or account-level, which only Apple can review and activate.

Can you please escalate this internally to the appropriate engineering or App Store Connect team to verify whether our entitlements and agreements are properly recognized by your backend?

I am happy to share screenshots or account IDs via email if necessary.
